أكثر من 130 منظمة حول العالم تدعو ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ إﻟﻰ إﺻﺪار ﻋﺎم ﺟﺪﯾﺪ ﻣﻦ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ
أكثر من 130 منظمة حول العالم تنشط في مجالات الصحة و حقوق العمال والمناخ والتنمية وحقوق الانسان والعدالة الاقتصادية تدعو ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ في رسالة موجهة إﻟﻰ أﻋﻀﺎء ﻣﺠﻠﺲ ﻣﺤﺎﻓﻈﻲ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ واﻟﻤﺠﻠﺲ اﻟﺘﻨﻔﯿﺬي، إلى إﺻﺪار ﻋﺎم ﺟﺪﯾﺪ ﻣﻦ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﻻ ﯾﻘﻞ ﻋﻦ 650 ﻣﻠﯿﺎر دوﻻر لمجابهة الأزمات المتفاقمة.
“اﻟﺴﺎدة أﻋﻀﺎء ﻣﺠﻠﺲ ﻣﺤﺎﻓﻈﻲ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ واﻟﻤﺠﻠﺲ اﻟﺘﻨﻔﯿﺬي:
ﻧﺤﻦ ، اﻟﻤﻨﻈﻤﺎت اﻟﻤﻮﻗﻌﺔ أدﻧﺎه ، ﻧﺪﻋﻮ إﻟﻰ إﺻﺪار ﻋﺎم ﺟﺪﯾﺪ رﺋﯿﺴﻲ ﻻ ﯾﻘﻞ ﻋﻦ 650 ﻣﻠﯿﺎر دوﻻر ﻣﻦ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ (SDRs) اﻟﺨﺎﻟﯿﺔ ﻣﻦ اﻟﺪﯾﻮن ﻣﻦ ﻗﺒﻞ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ (IMF)
ﺗﻜﺎﻓﺢ اﻟﻐﺎﻟﺒﯿﺔ اﻟﻌﻈﻤﻰ ﻣﻦ دول اﻟﻌﺎﻟﻢ وﺳﻂ اﻟﻌﺪﯾﺪ ﻣﻦ اﻷزﻣﺎت اﻟﺘﺎرﯾﺨﯿﺔ واﻟﻤﺘﺪاﺧﻠﺔ واﻟﻤﺘﻔﺎﻗﻤﺔ ﺑﺸﻜﻞ ﻋﺎم. ﯾﺠﺐ أن ﺗﺘﺼﺮف أﻏﻨﻰ دول اﻟﻌﺎﻟﻢ ﺑﺴﺮﻋﺔ ﻟﻤﺴﺎﻋﺪة ﻣﻦ ﺧﻼل اﻟﺘﺼﻮﯾﺖ ﻋﻠﻰ إﺻﺪار رﺋﯿﺴﻲ ﺟﺪﯾﺪ ﻟﺤﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ. ﻛﻤﺎ ﻛﺘﺐ ﻣﺤﺎﻓﻆ اﻟﺒﻨﻚ اﻟﻤﺮﻛﺰي اﻟﺒﺎﻛﺴﺘﺎﻧﻲ ﻣﺆﺧ ًﺮا ، إذا ﻟﻢ ﺗﺘﺤﺮك اﻟﺪول اﻟﻐﻨﯿﺔ ﻗﺮﯾﺒًﺎ ، “ﻟﻦ ﺗﻨﺴﻰ اﻟﺪول اﻟﻔﻘﯿﺮة ﺑﺴﮭﻮﻟﺔ ﻛﯿﻒ ﺧﺬﻟﮭﺎ ﻧﻈﺎم ﻛﺎن ﯾﮭﺪف “.إﻟﻰ زﯾﺎدة ﻣﺴﺘﻮﯾﺎت ﻣﻌﯿﺸﺘﮭﺎ وﺣﻤﺎﯾﺘﮭﺎ ﻓﻲ ﺣﺎﻻت اﻟﻄﻮارئ ﺣﺘﻰ ﻣﻊ اﺳﺘﻤﺮار ﺟﺎﺋﺤﺔ COVID-19 ﻓﻲ ﻗﺘﻞ اﻵﻻف ﻣﻦ اﻟﻨﺎس ﻛﻞ أﺳﺒﻮع ، وإﺻﺎﺑﺔ ﻣﻼﯾﯿﻦ آﺧﺮﯾﻦ ، ﻓﺈن اﻟﺒﻠﺪان اﻟﻤﻨﺨﻔﻀﺔ واﻟﻤﺘﻮﺳﻄﺔ اﻟﺪﺧﻞ – اﻟﺘﻲ ﯾﻔﺘﻘﺮ اﻟﻜﺜﯿﺮ ﻣﻨﮭﺎ إﻟﻰ ﻟﻘﺎﺣﺎت COVID اﻟﻜﺎﻓﯿﺔ – ﺗﻮاﺟﮫ اﻵن اﻟﻐﺬاء واﻟﻄﺎﻗﺔ وﺗﻜﻠﻔﺔ اﻟﻤﻌﯿﺸﺔ اﻷزﻣﺎت اﻟﺘﻲ ﺳﺒﺒﺘﮭﺎ اﻟﺤﺮب ﻓﻲ أوﻛﺮاﻧﯿﺎ ، واﺳﺘﻐﻼل اﻟﺸﺮﻛﺎت ، واﻟﺘﻼﻋﺐ ﻓﻲ اﻷﺳﻌﺎر. ﺗﺆدي اﻟﻜﻮارث اﻟﻤﻨﺎﺧﯿﺔ اﻻﺣﺘﺮار اﻟﺴﺮﯾﻊ ﻟﻠﻜﻮﻛﺐ إﻟﻰ ﺗﻔﺎﻗﻢ ھﺬه اﻷزﻣﺎت وﺧﻠﻖ أزﻣﺎت ﺟﺪﯾﺪة ، ﺑﯿﻨﻤﺎ ﺗﮭﺪد أزﻣﺎت اﻟﺪﯾﻮن اﻟﻮﺷﯿﻜﺔ اﻟﻌﺪﯾﺪ ﻣﻦ اﻟﺒﻠﺪان – ﻣﺪﻓﻮﻋﺔ ﺟﺰﺋﯿًﺎ ﺑﺮﻓﻊ أﺳﻌﺎر اﻟﻔﺎﺋﺪة ﻣﻦ ﻗﺒﻞ اﻻﺣﺘﯿﺎطﻲ اﻟﻔﯿﺪراﻟﻲ اﻷﻣﺮﯾﻜﻲ واﻟﺒﻨﻮك اﻟﻤﺮﻛﺰﯾﺔ اﻷﺧﺮى ﻓﻲ اﻻﻗﺘﺼﺎدات اﻟﻤﺘﻘﺪﻣﺔ اﻟﺘﻲ ﺗﺠﻌﻠﮭﺎ ﻛﺒﯿﺮة.
أﻛﺜﺮ ﺗﻜﻠﻔﺔ ﻟﻠﺪول اﻟﻤﻘﺘﺮﺿﺔ ﻟﺴﺪاد دﯾﻮﻧﮭﺎ.
ﻗﺪ ﺗﻜﻮن ﻓﺪاﺣﺔ ھﺬه اﻷزﻣﺎت اﻟﻤﺘﺪاﺧﻠﺔ ﻏﯿﺮ ﻣﺴﺒﻮﻗﺔ ﻓﻲ ﺗﺎرﯾﺦ اﻟﺒﺸﺮﯾﺔ. ﯾﻘﺪر ﺑﺮﻧﺎﻣﺞ اﻷﻏﺬﯾﺔ اﻟﻌﺎﻟﻤﻲ أن ﻋﺪد اﻷﺷﺨﺎص اﻟﺬﯾﻦ ﯾﻮاﺟﮭﻮن اﻧﻌﺪام اﻷﻣﻦ اﻟﻐﺬاﺋﻲ اﻟﺤﺎد ﻗﺪ ارﺗﻔﻊ ﻣﻦ 135 ﻣﻠﯿﻮﻧًﺎ إﻟﻰ 345 ﻣﻠﯿﻮﻧًﺎ ﻣﻨﺬ ﻋﺎم 2019 ؛ ﻓﻲ ﻋﺎم 2021 ، واﺟﮫ 2.3 ﻣﻠﯿﺎر ﺷﺨﺺ ﻓﻲ اﻟﻌﺎﻟﻢ اﻧﻌﺪام أﻣﻦ ﻏﺬاﺋﻲ ﻣﻌﺘﺪل أو ﺷﺪﯾﺪ وﻓﻘًﺎ ﻟﺘﻘﺮﯾﺮ ﻟﻸﻣﻢ اﻟﻤﺘﺤﺪة. وﺧﻔﺾ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ ﺗﻮﻗﻌﺎﺗﮫ ﻟﻠﻨﻤﻮ اﻻﻗﺘﺼﺎدي اﻟﻌﺎﻟﻤﻲ ، ﻣﻊ ﺗﻮﻗﻊ ﺗﺒﺎطﺆ اﻟﻨﻤﻮ ﻓﻲ 2022 إﻟﻰ 3.2 ﺑﺎﻟﻤﺌﺔ ، اﻧﺨﻔﺎﺿﺎ ﻣﻦ 6.1 ﺑﺎﻟﻤﺌﺔ اﻟﻌﺎم اﻟﻤﺎﺿﻲ. ﻗﺪر ﺑﺮﻧﺎﻣﺞ اﻷﻣﻢ اﻟﻤﺘﺤﺪة اﻹﻧﻤﺎﺋﻲ أﻧﮫ ﺑﺤﻠﻮل ﯾﻮﻟﯿﻮ ﻣﻦ ھﺬا اﻟﻌﺎم ، دﻓﻊ ارﺗﻔﺎع ﺗﻜﺎﻟﯿﻒ اﻟﻤﻌﯿﺸﺔ 71 ﻣﻠﯿﻮن ﺷﺨﺺ إﺿﺎﻓﻲ إﻟﻰ ھﻮة اﻟﻔﻘﺮ. وﻗﺪ أدى اﻟﻐﻀﺐ اﻟﺠﻤﺎﻋﻲ اﻟﻨﺎﺟﻢ ﺟﺰﺋﯿﺎً ﻋﻦ ھﺬه اﻷزﻣﺎت إﻟﻰ ﺗﺄﺟﯿﺞ ﻋﺪم اﻻﺳﺘﻘﺮار ﻓﻲ اﻟﻌﺪﯾﺪ ﻣﻦ اﻟﺒﻠﺪان ، ﺑﻞ وأدى إﻟﻰ اﻹطﺎﺣﺔ ﺑﺎﻟﺤﻜﻮﻣﺎت ؛ ﻣﻦ اﻟﻤﺮﺟﺢ أن ﯾﮭﺘﺰ اﻟﻤﺰﯾﺪ ﻣﻦ اﻟﺒﻠﺪان ﺑﺴﺒﺐ ﻋﺪم اﻻﺳﺘﻘﺮار اﻟﺴﯿﺎﺳﻲ ﺣﯿﺚ ﺗﺼﺒﺢ اﻟﺤﯿﺎة اﻟﯿﻮﻣﯿﺔ أﻛﺜﺮ ﺻﻌﻮﺑﺔ.
ﻟﻘﺪ أﺛﺒﺘﺖ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﺑﺎﻟﻔﻌﻞ أﻧﮭﺎ أداة ﻓﻌﺎﻟﺔ ﻓﻲ اﻻﺳﺘﺠﺎﺑﺔ ﻟﻠﺘﺤﺪﯾﺎت اﻟﻌﺎﻟﻤﯿﺔ ﻣﺜﻞ ھﺬه. ﻛﺎن ﺗﺨﺼﯿﺺ اﻟﻌﺎم اﻟﻤﺎﺿﻲ ﺑﻤﺜﺎﺑﺔ ﺷﺮﯾﺎن ﺣﯿﺎة ﻣﮭﻢ ﻟﻠﻌﺪﯾﺪ ﻣﻦ اﻟﺒﻠﺪان اﻟﻤﻨﺨﻔﻀﺔ واﻟﻤﺘﻮﺳﻄﺔ اﻟﺪﺧﻞ اﻟﺘﻲ ﺗﻮاﺟﮫ ﺗﺤﺪﯾﺎت اﻗﺘﺼﺎدﯾﺔ ﻛﺒﯿﺮة ، واﻟﺘﻲ ﯾﻜﻮن ﺳﻜﺎﻧﮭﺎ أﻛﺜﺮ ﻋﺮﺿﺔ ﻷوﺟﮫ اﻟﻀﻌﻒ اﻟﻤﺘﻌﺪدة. اﺳﺘﺨﺪﻣﺖ أﻛﺜﺮ ﻣﻦ 100 دوﻟﺔ ﻣﻨﺨﻔﻀﺔ وﻣﺘﻮﺳﻄﺔ اﻟﺪﺧﻞ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﻓﻲ اﻟﺴﻨﺔ اﻷوﻟﻰ ﺑﻌﺪ ﺗﺨﺼﯿﺺ أﻏﺴﻄﺲ 2021 ؛ 42 ﻣﻨﮭﺎ اﺳﺘﺒﺪﻟﺖ ﻣﻌﻈﻢ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﺑﮭﺎ ﺑﺎﻟﻌﻤﻠﺔ اﻟﺼﻌﺒﺔ ، ﺑﻤﺎ ﻗﯿﻤﺘﮫا ﺣﻮاﻟﻲ 16 ﻣﻠﯿﺎر دوﻻر ، وﺷﻤﻞ 69 ﻣﻨﮭﺎ ﺣﻘﻮق ﺳﺤﺐ ﺧﺎﺻﺔ ﯾﺒﻠﻎ ﻣﺠﻤﻮﻋﮭﺎ أﻛﺜﺮ ﻣﻦ 80 ﻣﻠﯿﺎر دوﻻر ﻓﻲ ﻣﯿﺰاﻧﯿﺎﺗﮭﺎ اﻟﺤﻜﻮﻣﯿﺔ أو ﻷﻏﺮاض ﻣﺎﻟﯿﺔ أﺧﺮى.
ﺑﯿﻨﻤﺎ ﻧﺆﯾﺪ إﺻﻼح ﻛﯿﻔﯿﺔ ﺗﺨﺼﯿﺺ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﻟﻠﺒﻠﺪان اﻟﻀﻌﯿﻔﺔ اﻟﻤﺴﺘﮭﺪﻓﺔ ﺑﺸﻜﻞ أﻓﻀﻞ ، ﺑﻤﺎ ﻓﻲ ذﻟﻚ اﻟﻨﮭﻮض ﺑﺈﺻﻼح ﺣﺼﺺ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ اﻟﺬي ﺗﺸﺘﺪ اﻟﺤﺎﺟﺔ إﻟﯿﮫ ، ﺑﺪون ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﻣﻦ إﺻﺪار اﻟﻌﺎم اﻟﻤﺎﺿﻲ ، ﻓﻤﻦ اﻟﻤﺮﺟﺢ أن ﯾﻜﻮن أداء اﻟﻌﺪﯾﺪ ﻣﻦ اﻟﺒﻠﺪان أﺳﻮأ ﺑﻜﺜﯿﺮ اﻟﯿﻮم ، وﺳﺘﻜﻮن أﻗﻞ اﺳﺘﻌﺪادا ﻟﻼﺳﺘﺠﺎﺑﺔ. ﻟﻸزﻣﺎت اﻟﺠﺪﯾﺪة اﻟﺘﻲ ظﮭﺮت ﻓﻲ ﻋﺎم .2022 ﻓﻲ أﻓﺮﯾﻘﯿﺎ ، اﺳﺘﺨﺪم 47 ﻣﻦ أﺻﻞ 54 دوﻟﺔ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ اﻟﻤﺨﺼﺼﺔ ﺣﺪﯾﺜًﺎ ﺑﻄﺮﯾﻘﺔ ﻣﺎ ، واﺳﺘﺨﺪم اﻟﻌﺪﯾﺪ ﻣﻦ اﻟﺒﻠﺪان ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﻟﻼﺳﺘﺠﺎﺑﺔ ﻣﺒﺎﺷﺮة ﻟﻠﻮﺑﺎء ﻋﻦ طﺮﯾﻖ ﺷﺮاء اﻟﻠﻘﺎﺣﺎت ، ﻷﻏﺮاض اﻻﻧﺘﻌﺎش اﻻﻗﺘﺼﺎدي ، ﻣﻦ ﺧﻼل دﻋﻢ اﻟﺒﺮاﻣﺞ اﻻﺟﺘﻤﺎﻋﯿﺔ ، أو وﺳﺎﺋﻞ أﺧﺮى. ﺣﺘﻰ ﺗﻠﻚ اﻟﺒﻠﺪان اﻟﻨﺎﻣﯿﺔ اﻟﺘﻲ ﻟﻢ ﺗﺴﺘﺨﺪم ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ﻟﺴﺪاد دﯾﻮﻧﮭﺎ أو ﺷﺮاء ﻟﻘﺎﺣﺎت اﺳﺘﻔﺎدت ﻣﻦ اﻷﻣﻦ اﻹﺿﺎﻓﻲ ﻟﻼﺣﺘﯿﺎطﯿﺎت اﻷﺟﻨﺒﯿﺔ اﻟﻤﻌﺰزة.
وﻟﻜﻦ ﻋﻠﻰ اﻟﺮﻏﻢ ﻣﻦ أھﻤﯿﺔ ﺣﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ھﺬه ، إﻻ أﻧﮭﺎ ﻓﺸﻠﺖ ﻓﻲ ﺗﻠﺒﯿﺔ ﺣﺠﻢ اﺣﺘﯿﺎﺟﺎت اﻟﺒﻠﺪان اﻟﻨﺎﻣﯿﺔ ﺣﺘﻰ ذﻟﻚ اﻟﺤﯿﻦ؛ واﻟﻮﺿﻊ أﺳﻮأ ﺑﻜﺜﯿﺮ اﻵن.
ﯾﻌﺪ اﻟﺘﺨﺼﯿﺺ اﻟﺮﺋﯿﺴﻲ اﻟﺠﺪﯾﺪ ﻟﺤﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ ھﻮ اﻻﺳﺘﺠﺎﺑﺔ اﻷﻛﺜﺮ ﻣﺒﺎﺷﺮة وﻛﻔﺎءة ﻟﻤﺴﺎﻋﺪة اﻟﺒﻠﺪان ﻓﻲ ﺟﻤﯿﻊ أﻧﺤﺎء اﻟﻌﺎﻟﻢ ﻓﻲ اﻻﺳﺘﺠﺎﺑﺔ ﻟﮭﺬه اﻷزﻣﺎت اﻟﺠﺪﯾﺪة ، وﻟﻠﺼﺪﻣﺎت اﻟﺘﻲ ﻟﻢ ﺗﺄت ﺑﻌﺪ. ﺗﺨﺼﯿﺺ ﺟﺪﯾﺪ ﻻ ﯾﻘﻞ ﻋﻦ 650 ﻣﻠﯿﺎر دوﻻر ﻣﻦ ﺷﺄﻧﮫا أن ﯾﺘﯿﺢ ﻋﻠﻰ اﻟﻔﻮر ﻣﺌﺎت اﻟﻤﻠﯿﺎرات ﻣﻦ اﻟﺪوﻻرات ﻟﺠﻤﯿﻊ اﻟﺪول اﻷﻋﻀﺎء ﻓﻲ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ ذات اﻟﺪﺧﻞ اﻟﻤﻨﺨﻔﺾ واﻟﻤﺘﻮﺳﻂ دون دﯾﻮن أو ﺷﺮوط وﻻ ﯾﺘﻄﻠﺐ ﺳﻮى اﻹرادة اﻟﺴﯿﺎﺳﯿﺔ ﻣﻦ ﺟﺎﻧﺐ ﻣﺠﻠﺲ إدارة اﻟﺼﻨﺪوق ؛ ﺧﺎﺻﺔ ﺗﻠﻚ اﻷﻋﻀﺎء ،ﻣﺜﻞ اﻟﻮﻻﯾﺎت اﻟﻤﺘﺤﺪة واﻟﯿﺎﺑﺎن واﻟﺼﯿﻦ وأﻟﻤﺎﻧﯿﺎ وﻓﺮﻧﺴﺎ ، اﻟﺬﯾﻦ ﻟﺪﯾﮭﻢ أﻛﺒﺮ ﺣﺼﺔ ﺗﺼﻮﯾﺖ ﻓﻲ ﺻﻨﺪوق اﻟﻨﻘﺪ اﻟﺪوﻟﻲ.
ﻛﻤﺎ أن اﻹﺻﺪار اﻟﺠﺪﯾﺪ ﻣﻦ ﺷﺄﻧﮫ أن ﯾﺴﺎﻋﺪ اﻟﺒﻠﺪان اﻷﻛﺜﺮ ﺛﺮاء واﻻﻗﺘﺼﺎد اﻟﻌﺎﻟﻤﻲ ﺑﺄﻛﻤﻠﮫ ﻣﻦ ﺧﻼل زﯾﺎدة اﻟﻄﻠﺐ ﻋﻠﻰ اﻟﻮاردات ، وﺑﺎﻟﺘﺎﻟﻲ اﻟﻤﺴﺎﻋﺪة ﻓﻲ ﺧﻠﻖ وظﺎﺋﻒ ﺗﺼﺪﯾﺮ ﺟﺪﯾﺪة ﺑﯿﻦ اﻟﺸﺮﻛﺎء اﻟﺘﺠﺎرﯾﯿﻦ. ﻣﻦ ﻧﺎﺣﯿﺔ أﺧﺮى ، ﻓﺈن اﻟﺴﻤﺎح ﻟﻠﺒﻠﺪان اﻟﻨﺎﻣﯿﺔ اﻟﻀﻌﯿﻔﺔ ﺑﺎﻟﺨﻀﻮع ﻷزﻣﺎت اﻟﺠﻮع واﻟﺪﯾﻮن وﺗﻜﻠﻔﺔ اﻟﻤﻌﯿﺸﺔ ﻣﻦ ﺷﺄﻧﮫ أن ﯾﺰﯾﺪ ﺑﺸﻜﻞ ﻛﺒﯿﺮ ﻣﻦ ﻣﺨﺎطﺮ اﻟﺼﺮاع اﻻﺟﺘﻤﺎﻋﻲ وﯾﻘﻮض اﻷﻣﻦ اﻟﻌﺎﻟﻤﻲ ﺑﺸﺪة. ﯾﺘﻄﻠﺐ ﺿﻤﺎن اﻻﺳﺘﻘﺮار اﻻﻗﺘﺼﺎدي اﻟﻌﺎﻟﻤﻲ اﻟﻌﻤﻞ اﻟﺠﻤﺎﻋﻲ. ﺳﯿﻜﻮن دﻋﻢ إﺻﺪار ﺟﺪﯾﺪ ﻟﺤﻘﻮق اﻟﺴﺤﺐ اﻟﺨﺎﺻﺔ طﺮﯾﻘﺔ ﺳﮭﻠﺔ ﻟﺘﺄﻛﯿﺪ اﻟﻘﯿﺎدة اﻟﻌﺎﻟﻤﯿﺔ ، وإﺛﺒﺎت اﻻﺳﺘﺠﺎﺑﺔ ﻻﺣﺘﯿﺎﺟﺎت اﻟﻌﺎﻟﻢ اﻟﻨﺎﻣﻲ ، وﻣﻨﻊ اﻻﺿﻄﺮاﺑﺎت اﻟﺴﯿﺎﺳﯿﺔ ، واﻟﻤﺴﺎﻋﺪة ﻓﻲ دﻋﻢ اﻻﻧﺘﻌﺎش اﻻﻗﺘﺼﺎدي اﻟﻌﺎﻟﻤﻲ اﻟﻤﻨﺼﻒ ﻣﻦ ﻟﺤﻈﺔ اﻟﺤﺎﺟﺔ اﻟﻤﺎﺳﺔ ھﺬه.
